The report is interesting because it strongly urges the government to depend on evidence while revising the policy and not depend on lobbying. It is also interesting because it says that copyright needs to be relaxed in certain areas. The overall outlook is still based on economics alone, and gives more importance to industry than to people, and the recommendations fall far short of what we are talking about. But I think this is a good change from what we have been seeing so far.
