Aakash 1 has android but no support for indian languages
Is it an inherent problem of the OS?
 I hope you can comment on the following
If the Aakash 2 is also to be based on Android ( version 4.0? ) , I hope that 
community demands that the following requirements be either already met or can 
be quickly  met?
  
I believe that it is really a signal service by MHRD to the future of India 
that an affordable digital resource like the Aakash has been brought in to 
prove beyond doubt the feasibility of making hardware affordable to  bridge the 
digital divide.
Now it is further heartening to learn that the next logical step is to  make 
the software also accessible  and that specifications for the same are in the 
making.

Desirable specifcation for next Aakash
The OS should be FOSS : is android foss? 
The indian language enablement should have
.
1. support for indian scripts as per international standard . This means 1. 
unicode character representation2. display based on non-proprietary font 
spcification suitable for complex text system .3. Input methods suitable to and 
akin to traditional writing system for Indian scripts  with joint characters 
which require1. substitution rules ,2. reordering(which is due to mixed system 
which is right to left and left to right)3. re-positioning     (and , perhaps) 
only indian scripts )are associated with such systems)   4. transliteration (as 
per regional specificity, particularly between english and local indian 
script))5. support for building and maintaining dictioneries in indian 
languages (viz based on unicode CLDR sort order or any other legacy sort order 
)6. spell checkers7. support for search including1. facility to specify 
regional specificity like choice of 'folding' as is the case in eastern parts 
of india for 'j' for 'y' (jamuna=yamuna) , 'sh' for 's' (shwagata is also 
swagata) , 2. phonetiacally similar words ( aberration/ अपभ्रंश )  8. all this 
must be supported if not enabled in all graphics packages needed (as  relevant 
to school or college level ) to  education (since school education involves 
many graphics application which need student interaction )
