Advertise it,
Go to college or school and give importance of Linux and courses
Start your own certificate !!

Best thing ,
hire a guy who has knowledge of marketing/sell/management , he will take
care of this !!

DO not emphasis on Product,,, Emphasis on Skills which you ae going to
provide.. I am daam sure, your audience has no idea about what is GIMP or
InkScape.. So highlighting these terms will be NOT BE USEFUL.
You are basically want to start a "training institute" , only difference is
that you are going on FOSS way.. So just follow the rules and success
guidelines of this industry... No need to highlight FOSS or Linux.. just
keep it mind that this is for your piece of mind.

I dont know what should be the fees structure,

charge as much as you can !
Again, partner with a guy who is profit oriented and do not have knowledge
of Linux.
When you do business, then do it like business.. (just make sure that you
are using FOSS at any COST)

Start with School Kids, SchoolOS or Edubuntu has lots of packages, just
teach them, a good population where there is a less competition. just go to
school and show "Kalzium" and other tool with Compiz Effects, they will run
for it..
when you are providing best knowledge then TOWN then make sure you must
charge very high..
people in this country never feel shy to spend good money for their career
ad they never respect the value of "FREE GYAN"(in any form)
