Those who resigned, resigned to avoid being victimised by the present
Govt or had other political reasons.

It did improve the FOSS awareness levels.
Training programmes for teachers and others were conducted.
Questions on accountability and sloppy operations should always be
raised. But that does not mean the organisations were doing nothing.

What has realistically happened is the present administration is on an
endless political vendetta drive and fast moving towards favouring
their own sycophants. Realistically that means honest reassessments
will be a big problem.
