I guess, the first step is to collect the facts about the proposed contract/MoU and identify the non-conformities with the central/state IT policy. This will help us to base the arguments in favour of Free Software on clear grounds and also to convince the authorities(through media and memorandums). I don't think convincing any kind of Non Government Organisations(including political parties) will make any difference.
