recommendations apart the maintenance is something you need to account into
, you would find a list of them by doing  a quick web search ,
what Indian organizations need is a  person to be there in time of need to
fix things remote or physically .again lack of resources who understand
 Free software and its implementation life cycle are also not many , one or
two enthusiast who implement once leave the organization they do no blink
to make the switch to non-Free alternatives ,  since they find it difficult
to maintain it with a person present.

This is something you need to account for into the proposal and tell the
organization to be ready for.
