While most of us here are probably competent and knowledgeable enough to
have opinions on what legislation and laws should achieve, the nuts and
bolts are normally legal terminology, with highly specific meanings and
context. Weak laws, with which imho we are plagued in nearly all matters
digital, use such terminology poorly, but I think we can trust sflc to
guide us about this proposed guideline and the specific parts of specific
laws under which it will have an impact.

It is generally nice to inform people when online links point to pdf
documents, to avoid clicking on them from mobile devices. Of course, we
notice that it seems to be a general practice amongst government sources to
place such important information behind the veil of a discrete document
that must be downloaded and read with some extra purpose-specific
application, which is a separate matter that needs the attention of this
community.

The purpose of freedom of information is now to ensure that people have the
right to easily access any information in the public interest, of necessary
to demand it from the concerned government department. In the long term,
such information should be easy to directly access directly from the
source. Almost certainly, the source documents are digital in the first
place, and there is no reason to impose a barrier of additional
applications just to get to the information. We need to constantly campaign
for improvement in this regard.

One suggestion that probably could be implemented quite easily is to
impanel a group of young digitally savvy persons across the country upon
whom the concerned government departments can draw to assist in the task of
converting documents used in internal communications into publicly
accessible formats, which today is basically html. This would have multiple
positive impacts, not least being the involvement of such persons in
practical aspects of governance.
