The CPM Govt did not initiate it and there was no proposal of "center of excellence" then. Yes, a section of bureaucrats were anti-FOSS. It was a conflict state with the ministry being pro-FOSS. Now the entire Govt is corrupt and actual corporate lobbyists are in the ministry. Since decisions happen by the word of the fascist dictator, I am not going to bother about writing to the Govt.
