It isn't reproducible after boot (at least in the case where the interface had been plumbed at boot), I just ran script which did:
+ date Mon Jan 16 21:11:49 EST 2006 + ifconfig e1000g0 unplumb + date Mon Jan 16 21:11:50 EST 2006 + ifconfig e1000g0 plumb + date Mon Jan 16 21:11:51 EST 2006 + ifconfig e1000g0 x4100-dev netmask + broadcast + up Setting netmask of e1000g0 to 255.255.255.0 + date Mon Jan 16 21:11:51 EST 2006 When I get back in the office tomorrow morning I will have the machine boot without any interfaces configured, and then truss/dtrace a ifconfig e1000g0 plumb and see if that takes a long time.
