I don't understand the question.  ipif_brought_down is always reset by
ipif_down_tail(), so it will never be true after the completion of an
ipif_down()/ipif_down_tail() sequence, which will always complete before
any ioctl operation issued by ifconfig completes.

I should have read the c-diff output from webrev more carefully,
it's all there in black-and-white (and blue.)
