That's right.

Plus, what's going on here is the decision to run DHCPv6 on a given
interface, and (if so) how to run it.  What becomes of the parameters
returned (DNS servers and the like) is a separate issue.  There are
cases where the system uses them to configure everything, and cases
where it ignores them entirely.

That part isn't controlled by NDP RAs.
