It can be, but only if you do "ifconfig dhcp drop".

That doesn't sound right at all.  The cached information just speeds
up the start-up process.  It shouldn't ever cause it to fail.

If you're seeing it fail, then I suspect that the problem is unrelated
to the cache.  A snoop of the problem would help.

Remove the /etc/dhcp/*.dhc files -- don't touch the /etc/dhcp/inittab
file.

But I doubt this will help, as I don't think the problem diagnosis is
correct.
