Thanks to James and K. Poon. We found it is related to PMTUD, which lowered the value to 110. In other words, some device on the network link layer might be misconfigured with small MTU. By disabling PMTUD, we can establish the connection in normal. We will manage to find which device is misconfigured later and then re-enable PMTUD. Thank you for helping.
