I found the problem and filed a bug report, ID 6499500.  The
issue is that after getting the ICMP Protocol Unreachable error,
SCTP terminates the association but does not send up an association
change event.  If the peer uses the normal SCTP ABORT to terminate
the INIT request when your server side app is not up , your client
side app should get the event.  This is why if the peer is Solaris,
you can get the event.

after a day or two.  Please ask your Sun service contact about
how to get a patch.
