I was assuming that the distress call was out of band (lack of service,
phone call from user, etc.).

Going the other direction there here have been a lot of times when I
was on one machine that didn't get a globally routed address for some
reason and I used a link local address to get from that machine to the
router to see what was wrong with the configuration.

Two downsides to LLAv4 that make it less useful for debugging are that
LLAv4 support is not as common and the RFC discourages you from having
both global and local addresses on the same interface.
