hi Chris a good starting point might be to temporarily change "#!/sbin/sh" in /lib/svc/method/net-routing-setup to "#!/sbin/sh -x" and then examine the additional service log output this generates (in /var/svc/log/network-routing-setup:default.log) for errors.
