Those files only control whether IP will be plumbed over the link.  Other
applications may discover the link (probably by walking the device tree)
and interact with qla1 (probably by opening the /dev/qla1 node),
triggering an attach.  I'd suggest using DTrace to see what triggered the
attach and work backwards from there to find the culprit.
