Just to close the loop ... It turns out that a key requirement was that the original poster is actually implementing a STREAMS module that acts as a filter between IP and the DLPI provider. So, packet shell is less helpful than originally hoped. I pointed him at the IP filter project and noted that there aren't any documented interfaces like what he needs.
