Don't blame the IETF. It didn't exist at the time the UDP spec was
written.
Jon Postel published rfc768 in August, 1980. It is three pages long.
Internet specifications were a lot less formal and verbose back then.
To put this in perspective, the 10mbit/s ethernet spec wasn't published
until September 1980, and the first IETF meeting wasn't until 1986.
