Does anyone know the history behind ipif_ndp_up() explicitly taking an
`const in6_addr_t *' as its second parameter?  Not surprisingly, the value
of the passed parameter is always equal to ipif_v6lcl_addr, so it seems a
bit pointless.  Note that ipif_ndp_down() assumes the address is
ipif_v6lcl_addr.
