It's described in (exhaustive) detail in the constitution:

A contributor is someone who has contributed something and community
groups (such as Networking) are responsible for identifying both
contributors and core contributors.

So, +1 from me.

(The mechanics of how these things eludes me.  Yes, I know it
shouldn't be a mystery, but it still is.  Once we 'recognize' you, I
_think_ someone needs to send mail to Eric Boutilier to have the web
site updated with you as a contributor.)
