It's described in (exhaustive) detail in the constitution: http://www.opensolaris.org/os/community/ogb/governance/ A contributor is someone who has contributed something and community groups (such as Networking) are responsible for identifying both contributors and core contributors. So, +1 from me. (The mechanics of how these things eludes me. Yes, I know it shouldn't be a mystery, but it still is.
