No; there's no registration.

Part of the problem is that it depends on timing -- the _real_ writer
of this file is the SMF network/service script.  The eventhook (for
what it's worth) works fine on my home system.

One way around it would be to create a custom script or SMF service
that does the same thing after the SMF service runs.

Other things to look into would be fixing the DHCP server so that it
doesn't supply incorrect data (they shouldn't do that), and talking
with the NWAM folks.
