Chapter 9 in the Programing Interfaces Guide (817-4415.pdf) is titled "Packet Filtering Hooks." Here is a quote: "Packet filtering hooks use a new interface for the kernel,netinfo(9f). This interface is intended for access to network-layer protocols."
