A few more questions:

  - How does this proposed VRRP implementation relate to the existing
    Quagga routing protocol suite in Solaris?  If it isn't related,
    then why should it not be part of routing?

  - Will this potentially include HSRP, or is that just tempting fate
    too much?

  - And what of the IPR issues with VRRP?  Have those been worked out?

The IPR issues are perhaps the most serious.  CDDL (if separate)
provides patent grants to users of the code.  GPLv2 (if part of
Quagga) immolates itself in the face of patents.  Either way, you may
have a problem delivering.
