The GUI tool will create every file needed and write proper
configuration into them.
But the weird thing is that why click "OK", the network interface is
disappeared?

I don't know the GUI, so I can only comment on the "command" side:
Merely configuring an interface with a static IP address is not
sufficient for it to come back up after reboot.
You need to create /etc/hostname.<interface> (eg. /etc/hostname.nge0)
to contain a hostname you want to assign to this interface; this same
hostname must appear with the IP address you want to give it in
/etc/hosts or your name table of choice (nis, DNS ... )
