The NWAM UI which comes with opensolaris 2008.05 had some limitations and flat-out warts, and that's one of them: the daemon that manages the interface configuration uses its state machine thread (which also performs most of the network configuration) to display the dialog box, and thus that thread is stopped until the box is dismissed. NWAM phase 0.5 introduced some significant improvements to the UI in particular, including a resolution for the dialog box problem you're seeing.
