It's the mailing list for the Networking Community:

Generally, the networking community focuses on the TCP/IP stack
itself, some fundamental user-space utilities and libraries (e.g.,
"netstat" and "libsocket"), and some datalink layer framework
components (such as "dladm").

NFS and CIFS are file systems ... yes, they _use_ networking, but then
so do web servers and a host of other things that are not part of the
networking community.  (In the same way that networking projects tend
to rely on memory allocation and other things provided as core kernel
and OS services.)

If you're having trouble with 'ifconfig' or 'telnet', this is probably
the right place to turn.
