AFAIK, the only case in which it's permitted to reference a CR is when
you're working around an existing defect that you will not resolve with
your work.  This makes it easier for the person who ultimately fixes that
defect to hunt down accompanying cleanup work, or (if the RE overlooks
one) later allows others to know whether the workaround is still necessary.
