Presumably "physical interface" is meant above -- the name may have no
correlation to a physical device (e.g., an IPMP IP interface).  But more
broadly, the expectation you state above seems quite reasonable, as an
index identifies a physical interface, not a logical interface.  I wonder
if the cure is worse than the disease here.
