Indeed, and I had filed a bug on this:

6828436 DLDIOC_MACADDRGET shouldn't require any privileges

The fix is quite trivial, but this is only a pre-requisite to a Public
API function that allows unprivileged access to interface MAC addresses.
The ioctl itself is some form of Private.
