I can't think of a reason why PSARC members would ask for that sort of
addition on this project.  If someone came in later and showed that
there were a non-trivial number of new MII devices being developed or
that third party vendors needed to hook in here, then it'd be
something to consider.  Absent that sort of demand, making it
pluggable doesn't sound helpful to me.
