Being the original author of that code in usr/src/pkgdefs/SUNWbind/Makefile I disagree.

At the time of integrating bind 9.3.3 I wondered just how the prototype_com had been created and so asked the original author whom exclaimed they had used a perl script which at that time they could not find; sometime later a half finished script was sent to me. Thus rather than have the next person wonder about how to create the file I wrote the instructions into the Makefile so that they could be seen, reviewed and understood. Interestingly there used to be a README in usr/src/cmd/bind that explained some other useful stuff but alas that was removed before the gate was made public and thus I'd rather keep the secret to prototype_com in the Makefiles.
