Sounds reasonable, but could we get more detail on what's in and out of
scope for these two projects -- e.g., is pluggable congestion control
limited to TCP or also applicable to SCTP?
We will provide more details on both the projects. To answer your
specific question -- The goal of the pluggable congestion control
protocol is to provide a framework for both TCP and SCTP. The project
will ship a few congestion control modules that could be chosen on a per
socket or system wide basis.
