You could try doing this:

svccfg -s svc:/network/ntp:default setprop config/debuglevel = 6

and then rebooting. That will log a bunch of debug stuff into
/var/ntp/ntp.debug which should give us an idea. After that, set the
level back to 0, restart and send the debug file to me and I'll take a
look at it.

It is unfortunate that SMF does not allow for easily configurable
dependencies. In some scenarios you want NTP to start as soon as
possible, and in other much later.
