Two suggestions:
- Verify dhcp-server is online (svcs dhcp-server)
- The DHCP server may be confused as to whether it actually owns the
addresses, if the system's nodename doesn't resolve to 10.0.2.15 then
it'll conclude that it doesn't. You might add OWNER_IP=10.0.2.15 to
/etc/inet/dhcpsvc.conf to remove this confusion.
