client.c patch

My syslog was filling up with dhcp debug messages because my campus 
wireless T1 time is 15 minutes. I removed the DEBUG flag from 
panel-applet/Makefile.am and then NM failed to make a DHCP connection. 
The problem seems to be a missed placed #endif
