Sorry for sounding like a broken record, but ideally suspend and
hibernate scripts w/ hooks should just be shipped with the kernel (like
other userspace tools) so each and every distro don't need to roll their
own. Then NetworkManager can just hook into there as you say.

Any chance this can happen when suspend2 hits mainline? [1]
