Nope, it doesn't. Kind of a thorny issue from a UI perspective, since obviously static IPs aren't dynamic :) There's been some discussion about this, but the long and short of it is that we'll likely just have to suck it up and work out some sort of UI that 1) doesn't suck, and 2) only appears if you've configured static IPs somewhere and not before.
