Sorry I misunderstood for some reason I assumed you meant that just
nm-applet wasn't starting.

To start NetworkManager manually on Ubuntu type:
sudo /etc/dbus-1/event.d/25NetworkManager start

Now the question is why isn't NetworkManager starting on your system
all the time.

Take a look at /var/log/syslog and see if there are any messages
indicating a problem with NetworkManager.
