I have to run vpnc by ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ hand on those connections where DPD is an issue.
The other thing I've noticed about this issue is that nobody on the NetworkManager team ever sees fit to comment when it comes up on the list.
