NM doesn't do anything with explicit lease times, that's all handled by dhclient internally. Could you do a few things to nail this down? 1) write a simple dispatcher script that just does "env > /tmp/foo" and find the lease time that dhclient reports to NetworkManager 2) ensure you haven't got any overrides in /etc/dhclient.conf, /etc/dhcp4/dhclient.conf, /etc/dhclient-eth0.conf, or whereever your distro stores config files. NM will merge dhclient config files, and you may have done something with the lease time manually.
