Perhaps; I tend to think it's a matter of opinion on that one. I think what you really want here is for that property to just not exist when there aren't any wifi devices, but it's not really great behavior to make properties disappear either. One could argue that even though there isn't wireless hardware, no killswitches (which are often independent of the actual wifi hardware) are set, and thus there isn't anything blocking wireless.
