At the moment, all available network devices are enabled unless "Wireless Enabled" or "Networking Enabled" are unchecked in the right-click menu. There isn't any per-device enable/disable. Even if there were, it doesn't really fit in well with the applet-as-menu, because clicking the checkbox would close the menu, and you'd need ot open the menu again to do anything else. This pretty much gets fixed with a redesign of the applet to not use a menu.
