Yes, the configure script lists 2.18 as required since it requires stuff from glib-2.18. I believe that is due to usage of g_set_error_literal() and possibly a few other things, which were only added in glib-2.18. glib 2.18 was released on 02-Sep-2008, so it's been around for quite a while. It predates ModemManager, actually. So it's not that unreasonable that ModemManager might depend new functionality provided by it.
