For control, yes. For configuration, no. It's assumed that if you're a user comfortable with configuring things through the command line, you're able to use and comfortable with your distributions normal configuration-file-based network configuration methods. On Fedora, that's /etc/sysconfig/network-scripts/ifcfg-*, Ubuntu/Debian /etc/network/interfaces or NM keyfiles, etc. NM should be able to pick up that configuration (if not, it's a bug) and use it.
