ModemManager already supports this for generic GSM/UMTS devices. If your modem isn't handled correctly by the generic plugin then we should fix up the generic plugin for quirks, or make a new plugin for your modem. But if all you need is AT+CREG then that's already covered. I assume you're just looking for LAC/CI, which I'll reply about in the other mail in the "Modem initialization" thread.
