That is how I understand it, yes. From RFC 4861, regarding the Managed flag:

      M              1-bit "Managed address configuration" flag.  When
                     set, it indicates that addresses are available via
                     Dynamic Host Configuration Protocol [DHCPv6].

                     If the M flag is set, the O flag is redundant and
                     can be ignored because DHCPv6 will return all
                     available configuration information.

Doesn't say anything about M=1 allowing one to ignore A=1 in a Prefix
Information Option. Also I note that Windows does both when A=1 and M=1.

In any case, the current behaviour, with the connection being activated
and instantly failed over and over and over again, is really undesirable.
