Looks like a driver issue. From the log:

Sep 25 19:01:50 Scaramush NetworkManager[1450]: <error>
[1316966510.63673] [nm-device-wifi.c:3081]
real_update_permanent_hw_address(): (ra0): unable to read permanent
MAC address (error 0)
Sep 25 19:01:50 Scaramush NetworkManager[1450]: <info> (ra0): driver
does not support SSID scans (scan_capa 0x00).
Sep 25 19:01:50 Scaramush NetworkManager[1450]: <info> (ra0): new
802.11 WiFi device (driver: 'rt3060' ifindex: 3)

The driver didn't initialize the device completely, and NM can't get
the MAC address.
My suggestion is to update the driver or report the to kernel upstream
if updating
driver doesn't work for you.

Cheers,

Gary Lin
