The modem is automatically unlocked when discovered by nm-applet. When
that happens is outside the scope of this fix, but I assume it happens
in both cases you describe.

I guess I'm just missing a link here. With your proposed logic, does the
modem get unlocked automatically on NM start-up resp. when the user
plugs it in?
