I will setup a build environment for modem manger and give it a try (it will take some time until I get the time to do so). In case this solves the problem, I would suggest to add a udev variable to configure the charset order depending on the modem type ( I don't think it's necessary to create an extra plugin for this special case). Would this make sense to you?
